If the law is unclear and a mistake is costly, it is better to get the authority’s answer in writing. How a foreigner can obtain a written clarification from a state body in Turkey: there are several lawful channels: the right of petition under the Constitution, the right to information, an appeal to a higher body and a request to the administration to perform an act. Below it is shown which articles to rely on, how long to wait for an answer and how to draft an enquiry.

The right of petition: Constitution, Article 74

Article 74 of the Constitution gives the right to write to the competent bodies and to the Grand National Assembly on matters that concern you or the public. Citizens have this right, and so do foreigners residing in Turkey on the basis of reciprocity.
